The most urgent step that must be taken is for the oil and gas industry to adopt a true local content effort to
developing the industry. As Angola’s oil and gas industry moves further south and west into pre-salt and
ultra-deepwater areas, the country’s offshore market is entering a period of unprecedented growth in
upstream exploration, development and production activity. Parallel to the industry’s growth is the rise of
in-country fabrication. Complex offshore projects such as French super-major Total’s CLOV project in block
17 have spurred an increase in both technical and volume capacity in Angola’s fabrication industry.
Milestones such as the integration of topside water treatment module M122 on the CLOV floating
production, storage and offloading vessel at Sonangol and the Porto Amboim Estaleiros Navais yard in
Porto Amboim, a joint venture between Sonangol, SBM Offshore and Daewoo Shipbuilding & Marine
Engineering (DSME), are the start of a trend that will see the industry move increasingly away from less
technically challenging fabrication such as basic welding. While the huge majority of topside modules are
still fabricated and integrated in Asia at yards such as DSME and subsequently imported into Angola, the
local industry is acquiring the technical knowledge and capability to execute more of these higher range
